So yeah, I tried everything I could think of, ended up calling IBM support just to see if there was anything I was missing - LOTS of "did you do this?" 'yup. twice.'
Finally: "Did you clear the capacitor?"

Crazy - push the power button slowly 5 times and then hold it for ten seconds (?) bang!
